WebHigh Schools That Work is the largest comprehensive school reform program for high schools in the United States, with over 1,000 schools in more than 30 states currently participating. This report describes the program, previous research, and recent research studies conducted by ETS to ensure validity for the HSTW program. Webprograms must align with the Work-Based Learning Framework of the Tennessee State Board of Education as outlined in High School Policy 2.103. The diagram to the right outlines the layers of support needed to ensure quality WBL programs. The following chapter describes three levels of support needed to build quality WBL programs: 1.
